• Colorado Department of Education Comprehensive Literacy Plan
• Colorado Literacy Framework
• Louisiana Comprehensive Literacy Plan

• Establish a State Literacy Team
• Develop a State Comprehensive Literacy Plan spanning birth through grade 12 with a focus on improving literacy
• Begin implementation of the plan
• Implementation of the plan will be ongoing
